This website started on 16th Novemer 2008, because a similar website (http://www.lib-books.com/) was down for quite a long time and there was/is no other source of english eBooks in fictionbook format on internet available.
All of the eBooks from fictionbook-lib.org are free, which means that the copyright period has either expired (just to be sure check your local copyright laws before downloading) or authors themselves have allowed free distribution of their works.
